"Section 8. The Congress shall have power" defines in Art. I the powers of the Congress.link.

There is absolutely no aspect of the assigned powers that allows Congress to purchase the assets of private companies for any reason. Lending is gray enough - if the US requires preferred stock in the companies, as per Soros, that makes it even thornier.

Let's see who brings THIS up.

Also, as Randi mentioned, the fund - which seems to be "appropriations" ought to start in the House, by constitutional mandate.
