What McCain doesn't understand is that what companies need to develop new technology are investors and incentive. Incentives would be things like offering grant money to inventors and universities, giving tax breaks to these types of ventures, not giving tax breaks to people who buy Hummers, ....
The prize money will be the billions in profits.
