Bush didn't know the difference either...that difference being the one between leading a nation IN a war (see FDR or Lincoln) and leading (mis-leading, to make it even worse) a nation INTO a war.
If there is anything political/governmental that should be "grass-roots", it is the movement to go to war, and the movement usually takes the form of mass enlistments following an unequivacable provocation,aka an "act of war", NOT a pack of lies by the President and Vice-President.
