Ok - so i just had dinner with friends who kept blaming democrats for not getting any legislation passed. i kept trying to make the argument they don't have the votes but all at the table said i was wrong.

can someone frame the argument for me?

Sadly, discussions like that are rarely information-gathering events. The people who won't listen to logic, have already made up their mind and wouldn't change it if a burning bush told them different.
